Productive Stasis™ and executive dysfunction
Someone misses a deadline because they cannot hold the steps in mind, manage time, or initiate the work. Someone else builds the full deliverable and repeatedly stops at the point of sending it. Those situations can look alike to a client waiting for the file. The first question concerns carrying out the steps. The second concerns the handoff after substantial work has already happened.
Executive functions include abilities involved in planning, attention, working memory, and self-management. The National Institute of Mental Health's ADHD guide describes how clinicians consider executive functioning within a broader evaluation. Difficulty with these abilities can have several causes. Research also documents executive function impairment in major depression. Those findings address functioning across tasks and daily life.
James Winner's Productive Stasis framework describes a different level of observation. It starts with recurring, substantial goal-related activity and asks whether that activity becomes an appropriately selected external outcome. A capable person may build, revise, research, and organize yet not send, publish, submit, or open the work to its audience. The focus is the history of that work: what has been completed, what keeps changing, and which external event remains undone.
Overlap is possible. A person with ADHD may also work hard on a project that never reaches its recipient. Looking at both daily functioning and the specific project helps distinguish the concerns. Can the person organize and complete the work? Does the difficulty recur across everyday tasks, or chiefly when this deliverable approaches a recipient? Those questions place the stalled project in the person's wider experience.
